TIPS — The Interlocal Purchasing System — is a national purchasing cooperative managed by Region 8 Education Service Center in Texas. Members can access competitively procured contracts from awarded vendors.

Follow the applicable vendor profile and official TIPS purchase-order instructions when placing an order. When you request a quote, include the applicable cooperative contract number and the authorized supplier or dealer you expect to purchase through, so we can confirm both before quoting.

Before you buy
Who can participate
Eligible buyers include schools, colleges, government agencies, tribes, emergency service organizations and qualifying nonprofits. Start with the registration path for your entity's state.
Membership is free
Texas entities must submit the required Interlocal Agreement; TIPS does not permit online enrollment for Texas entities. Other-state entities follow the separate online agreement route, or use an Interlocal Agreement where required. An authorized representative must complete the agreement.
Have ready
Your membership details, the awarded vendor's name, contract number, quote, purchase order and any required internal approvals. For a reseller purchase, first confirm the reseller is authorized on the awarded vendor's TIPS profile.
How purchasing works

Confirm membership
Confirm your membership — and your TIPS member number, if your organization already has one — then select an awarded vendor and the relevant contract.

Request a quote
Request a TIPS quote and identify your organization as a member.

Prepare the PO
Prepare a purchase order identifying the purchase as TIPS and showing the contract number.

Follow the official routing
Follow the vendor's official TIPS profile and PO instructions. The standard process sends the PO and quote to TIPS; an automated vendor uses a different routing process.
